This filing updates language for consistency of terms used in this and other division rules.
Definitions are added for "constituent services representative," "critical need ranking," "employment pathway tool," "needs adjustment request," "needs assessment questionnaire," "person-centered planning assessment," "quality management," "USTEPS," and "waiting list."
The term "needs adjustment request" replaces the term "budget neutral change" and reflects a change of procedure the division is implementing.
Definitions of "quality assurance," "quality enhancement," and "quality improvement" are being deleted and replaced with "quality management."
In Section R539-2-3, "critical need" replaces "need" to align with language used in Rule R539-1.
Section R539-2-4 has been reduced to what is legally necessary and enforceable and has been renamed to "Person-Centered Support Plan."
Section R539-2-6, Quality Management Procedures, has been significantly revised and reduced to reflect the current implementation of these functions, which have changed since this rule was last revised.
Section R539-2-7 has been renamed to "Request for a Support Coordinator."
Section R539-2-8 has been simplified and renamed to "Emergency Services" to grant authority to the division to bring individuals into services under emergent circumstances. The implementation of that authority is in Division Policy 1.34, Emergency Services Management Committee.
Other style and formatting changes bring this rule into alignment with the Rulewriting Manual for Utah and other rules under the department.
